NY 14's original alignment through the Elmira area followed Broadway, Walnut St., Roe Ave., and Davis St., continuing as Oakwood Ave. in Elmira Heights to Grand Central Ave. NY 14 then followed Grand Central Ave. into Horseheads to Franklin St., N. Main St., and Watkins Rd. where it would continue on its present course north of the village. Around 1970, NY 14 was realigned to follow Pennsylvania Ave. (NY 328) into Elmira. The duplex split at S. Main St., with NY 14 continuing north on Pennsylvania Ave. The route would cross the Chemung River at the Madison Ave. bridge, then continue north to Washington Ave. and Grand Central Ave. Following the flood of 1972, many roads were realigned and/or converted to carry one way traffic. Madison Ave. was one of the roads affected, and as a result, NY 14 was rerouted off Madison onto Church St. (NY 352) and NY 17. NY 14 split from NY 17 at Exit 52 in Horseheads, and NY 14 continued on its present course from there. In October 1978, touring routes were realigned. NY 328 was truncated to its intersection with NY 14 in Southport, and NY 14 took on NY 328's old alignment through Elmira and Elmira Heights (Pennsylvania Ave., Main St., Park Pl., College Ave., Corning Rd.). At the same time, construction began on the Elmira Arterial, or Clemens Center Parkway. Sections of the new roadway opened around 1980. However, it would take another 20 years to complete it. When the final leg of the roadway was completed in the fall of 2001, NY 14 was realigned onto its present course through the city.
