History:

The original alignment of NY 328 began near the Steuben-Chemung County line on Sagetown Rd. (Chemung CR 78) and followed it east to Pennsylvania Ave. (Chemung CR 69) in Webb Mills. From there, NY 328 proceeded north toward Southport and Elmira where several different alignments existed. In the final alignment from 1947-78, NY 328 formed a duplex with NY 14 on Pennsylvania Ave. before continuing north on Main St. into downtown Elmira. Then north on Park Place and College Ave. before following the current NY 14 alignment from Woodlawn Ave. in Elmira to Watkins Rd. in Horseheads, where NY 328 ended. In the late 1960s, NY 328 was moved to a super-2 and 4-lane alignment adjacent to the original alignment to NY 14, bypassing Webb Mills and Pine City.
At the south end, NY 328 was realigned in 1935 to enter Pennsylvania just south of Webb Mills. At the north end, NY 328 was truncated to its present northern terminus in 1978. In 2001, the alignment at the northern terminus was adjusted so that the NY 328 alignment would line up with the southern end of Clemens Center Parkway (NY 14).
